Increment in disability quota: On 3rd December, International day of Disabled persons, Prime minister Narendra Modi has taken an initiative to relief Mentally and Intellectually disabled persons. He has increased reservation from 3% to 4% in public sector and educational institutions.

So far, the educational and job benefits were applicable only to three categories. The categories included- Hearing, Visually and Orthopedically disabled. Each category held 1% reservation, in total 3% quota.

The Government has now reviewed the Bill and made some amendments. The Bill is passed, a day before International day of the disabled persons in Rajya Sabha on Friday. The new Bill includes The Right of Persons with Disability and three more categories- Mental illness, Intellectual disability and cerebral palsy.

The disabled will be provided with same assistance, the relaxation of upper age limit, employment regulation, training and welfare program, health and safety measures. No employee can be sacked or demoted if their disability gets worse during service. No promotion can be denied because of impairment.

Increment in disability quota

 

A group of officials examined the issue in detail as to whether jobs to be entrusted to persons with mental disability. A senior official said,” There are several repetitive jobs, like in laundry, which person with the intellectual disability can do very well”. The matter was then referred to Prime minister Narendra Modi.

The Persons with Disability Act, 1995 came into enforcement on February 7, 1996. It was a significant step that ensured equal opportunities for the people with disability and their full participation in nation building. The Act provides for both preventive and promotional aspects of rehabilitation like education, employment, special insurance schemes.
