A case of kidnap and rape was registered in East Delhi in December and two other complaints were registered on January 1 in New Ashok Nagar police station for luring two minor girls by a man to the stairs of an isolated building but fled when the girls screamed for help.
“We learnt that the modus operandi was the same in both the cases,” said Deputy Commissioner of Police Ombir Singh. Police found nothing after checking the records of all the accused involved in sexually assaulting minors, released from jails throughout the Country. Then they searched the CCTV footage of the area where the incident took place. “We matched the picture with the footage in the database of all the accused booked under POCSO in jails across the country. The picture matched as he had been booked in one of the cases in Haldwani jail last year,” said an officer. He was again spotted in New Ashok Nagar, from where he was nabbed.
“It was found that in all cases, the victims were 7-11 years of age,” said a senior police officer. Police have found that the accused in all cases targeted minor girls commuting between home and school.

“Rastogi would deceive the victims by telling them that their parents had sent them food and clothes. He would then take them to an isolated place and sexually assault them,” the officer said.
Police said accused Rastogi had come in Delhi in 1990 and used to work as a tailor. Not only he targeted minors from Delhi but also raped girls of UP and Uttarakhand.
It is worth mentioning here that the accused was arrested in a case of POCSO Act and was behind the bars for six months and got bail in February 2016.
During interrogation, the rapist said that he left Delhi in 2004 but kept coming to the capital to commit these heinous crimes. “He used to come to Ghaziabad by Sampark Kranti train from Rudrapur, and from there would go to Delhi,” the official said.
